Bliss Loft (previously Ruby Apts) is a boutique development with 48 units in District 12. Last we checked there were about seventeen 2BR units left, and some of them are going for under $800,000. Some of these remaining units are about 796 sqft and 818 sqft large making them fit snugly under the $1000 psf range - not exactly eyebrow raising until you notice its Freehold status. 
The neighborhood though is Balestier, so do drive around the neighborhood and make sure you are comfortable with it before signing on the dotted line... just think about the food at Whampoa Food Centre and convenient access to the gazillion lighting shops (edit: ok...maybe access to all those lighting shops isn't exactly that great).
